Continuity mistake: In the beginning of the episode, right after Ray Galardi kills Steve Marriot, Galardi puts him in the passenger side door of his VW Beetle and drives him up inside the dump-truck. Galardi puts him in the VW driver's seat, and walks around to the other side of the Beetle. This is all well and good, but, Marriot's head switches positions from the time when Galardi puts him in the car to the time he walks around and starts the engine.

Continuity mistake: After Monk tells Randy to hit whilst playing Blackjack, the dealer gives him the Three of Spades. The dealer places it a bit to the right and over the Eight of Spades. The next shot we see of the cards the Three is now completely over the Eight and we can only see a bit of the bottom of the Eight.

Continuity mistake: The stacks of chips Monk bets when the dealer says they can't cover that change when Mr. Thorn says they can. Some stacks are shorter and have different colors on top. They change again when Monk figures out the case.
Continuity mistake: In the opening sequence, the uniformed cop who finds toddler Tommy holding the severed finger bends down and says, "What've you got there, big guy?" In full shot, the cop is bare-handed. But when we cut to a close-up in the middle of his line, he's suddenly wearing a latex glove.
Answer: Stottlemeyer was already upset after the phone call. He was trying to get "Kevin" (who would have to be a judge, but no further character information is given) to issue a restraining order with no evidence of needing one, except that Adrian Monk said she needs one. Kevin said he would need to "sleep on it." So it's clear they've been trying to provide protection and unable to get the results they need, which seems to be based on no one trusting Monk the way Stottlemeyer does. He's just angry that they failed to protect Linda despite all their work. Although it does feel like a scene was cut, or altered, from the show that shows the futile attempts to protect Linda which built up to his outrage.
