Visible crew/equipment: After Chandler throws the basketball and breaks the lamp, in the next shot of Joey as he mentions the bracelet, we can see the reflection of a crew member (standing behind the foosball table) on the left side of the TV screen (Chandler's reflection is at the center of the screen).
Answer: Usually by the seventh night of Hanukkah you don't know what to get the other person, and you will probably resort to getting the other person something insignificant. Chandler is basically saying that the pen is a stupid gift.
