Continuity mistake: During the pirate attack on Port Royal, Will opens the door of the blacksmith shop, just as Jacoby runs past chasing a woman, and to Will's right, three men run up the stairs into the alcove as Will takes out his axe to start after Jacoby. In the very next wide shot of Will and the alcove, those three men aren't seen at all, but as soon as Will lifts the axe over his head to throw, one of those men from the previous shot is seen running up some stairs, past a shop. Continuity mistake: When Port Royal is being attacked by the pirates, Will throws an axe into Jacoby's back. The axe handle lies flat against Jacoby's back. In the next shot, when Jacoby is lying on his stomach, the axe's handle is sticking up, perpendicular to his back, making it easy for Will to run by and grab the axe quickly. (00:31:15)
Continuity mistake: The pirates are running up the path towards the Governor's house. In her close-up, Elizabeth is looking down on them from the ledge outside her bedroom window, with the double full length doors. The camera pans the house after the pirates open the gate and Elizabeth is not seen outside any of the upper window ledges. (00:31:50)
Continuity mistake: When the Governor's servant opens the door and is shot by Pintel, the position of the servant's body and also in relation to the door, varies while he's lying on the floor in the three shots of him. (00:32:10)
Continuity mistake: When Pintel and Ragetti go after Elizabeth in her home she knocks Pintel out cold and drops hot coals from the bed warmer on top of Ragetti's head. In the close-up as Ragetti yells, "No! No! It's hot!" he holds the flaming torch in his left hand. However, in the next shot as Pintel yells, "Come on!" the torch is gone, it is in neither of Ragetti's hands and of course when he leaps over the banister he has the torch again. (00:32:50)
Continuity mistake: In Governor Swann's home the maid runs past the dead servant and out through the front door, the camera begins to pan the interior and we see the foyer. There's a chair, a table and to the right is the overturned chair and the table is right next to the legs of the overturned chair. Then as Elizabeth, Pintel and Ragetti watch the cannonball crashing through the front window, the table is now much further away from the overturned chair. No one touched the table or chair. Continuity mistake: Elizabeth's maid runs out the front door and the camera pans inside. Elizabeth is seen running past the set of three large windows on the landing, as she continues towards the last flight of stairs closer to the main floor. In the next close-up though, it shows Elizabeth followed by Pintel running down the stairs that are closer to the second floor which we see behind Pintel. Additional reference can also be seen when Elizabeth initially runs upstairs away from Pintel and Ragetti. (00:33:00)
Continuity mistake: In Governor Swann's home, Elizabeth, Pintel and Ragetti are at the bottom of the stairs and in this first shot a third pirate comes in the back doors with a handful of looted riches. They watch as a cannonball crashes through the front window, and in the next shot it slams into him and propels him back out the closed doors. The booty in his hands is different in both shots. Continuity mistake: When Elizabeth puts the silver candelabra upside down on the door handles, the left handle is hanging down. In the next shot, that door handle is sticking straight out. No one touched it. (00:33:20)
Continuity mistake: At her home, when Elizabeth bars the door handles to the dining room with a candelabra, Pintel and Ragetti burst in, breaking that candelabra. Visible to Pintel's left in this shot is a cushioned chair and a small table, with absolutely nothing on it. Yet, in the next wide shot of the dining room, there is now a large candelabra on that small table near the door. (00:33:25)
Continuity mistake: When Elizabeth is hiding from the pirates in the closet, and the pirates first enter the room, you can see that the carpet is folded back (from her opening the door) quite a bit. When the pirates see the carpet pushed back and know where Elizabeth is hiding, just a small corner of the carpet is pushed back. (00:33:35)
Continuity mistake: As Will holds the sword above his head to block Grapple's grapnel, the cloth (the same one he wears around his neck when his sleeve is pulled down) that is tied around his right wrist is visible. He is soon rendered unconscious by a pirate's candlestick. When he wakes he puts his right hand to his aching head and the cloth's knot is visible. The cloth is wrapped completely differently in the two shots, though he never had the chance to change it. (00:34:50)
Continuity mistake: During the pirates rampage in Port Royal, Will battles with Grapple. The rope at Grapple's shoulder changes drastically in most of these shots, including going back and forth from hanging neatly, to not being there at all, to different amounts falling. (00:34:55)
Continuity mistake: As Will and Grapple fight, in the shot facing Grapple after Will's sword is hurled away, Grapple grabs Will directly around the back of his neck with the grapnel and starts to pull him close. However, in the next shot facing Will, the grapnel is only at Will's shoulder and left arm, as Grapple pulls him close. (00:34:55)
Continuity mistake: In Port Royal when Elizabeth is being taken by the pirates, Will sees her across the courtyard and she calls out, "Will!" In the first close-up as he begins to say, "Elizabeth," the crowd behind him differs greatly to the crowd seen behind him in the very next wide shot as he finishes saying, "Elizabeth," and then when Jacoby says, "Hello," in the next shot of Will. This is not due to people running around, it was simply shot at different times. (00:35:10)
Continuity mistake: In Port Royal, during the pirates looting, the sign comes crashing down onto Grapple, and Will says, "Good bye." In the next wide shot, behind Will to his left are a large and small barrel up against the wall, the large one being right in the corner. As a passing pirate hits Will on the head with a candlestick, in this shot both barrels are now further from the corner and closer to the door. (00:35:15)
Continuity mistake: Cannon fire breaks a hole in the jail wall and inside the cell, the last pirate says, "You've no manner of luck at all," In the next shot from outside, escaping through the hole the pirate takes a huge leap forward and out to the right. After a close-up pan of Jack, in the next outside wide shot, that same pirate is still right beside the hole in the wall and is just starting to climb down the rocks below the hole. (00:35:40)
Continuity mistake: When Jack is in the Fort Prison, he's trying to get the dog to bring him the keys. When he says, "Good boy. Come get the bone," the handle sticking out of the pail on the floor is leaning away from the cell. When the dog comes closer, and Jack says, "That's it, doggy," the handle in the pail is facing towards the cell door. (00:36:10)
Continuity mistake: When Elizabeth first boards the Black Pearl, in some shots the end of the sleeves of her white nightgown are seen with the sleeves of her floral robe, yet in some shots the white sleeves don't show. Also in some shots, when the white sleeves do show, the amount of white sleeve varies. (00:38:00)
Continuity mistake: When Elizabeth is taken aboard the Black Pearl, Bo'sun slaps her face. Bo'sun's hand never makes any contact with Elizabeth's face, but the sound effect makes it very convincing. Also, in the first side shot of the slap, when Bo'sun starts to say, "You'll speak..." it's the back of her left hand that touches her cheek, and we can see the white corner of her night gown under the robe sleeve. In the next front shot, it's the palm of her hand that is touching her cheek now and the white night gown doesn't show at the sleeve. (00:38:10)
Answer: The curse needs the blood of everybody who took a coin from the chest. All the other pirates have already contributed so, as the movie opens, the only blood needed is Will's, substituting for his father. During the finale of the movie, Jack takes a coin from the chest, adding himself to the curse, so his blood is now required as well as Will's.

But I didn't see any blood on the coins, and none of the pirates cut themselves, even before Will became part of the mix.
Yes, the other pirates did cut themselves before Will came into it, off-screen. The lack of blood on the coins can simply be explained as most of it dripping to the bottom of the chest, it being washed away by storms blown into the cave, or by the fact that they didn't drop that much blood on it in the first place.
When they had Elizabeth they believed she was Bill Turner's daughter, but they all thought the curse had failed, none of them had cut themselves so it makes zero sense.
They had been collecting back the coins for years. During that time they repaid their own blood. All they needed was the last coin and the blood of Bill Turner to break the spell.
