Mr. Monk and the Three Julies - S6-E13
Plot hole: There is no other reason for Randy to hand Natalie the walkie-talkie but to fill that plot hole. He is in fact in breach of police rules when he hands his department issued radio to a civilian to answer it while he is on duty. The same goes for Stottlemeyer and the car keys he hands to Monk. Even more so since he knows Monk could not even drive that car to the side in the far fetched scenario that a police car had to be moved while the cop is serving a warrant inside the building the car is parked in front of. Continuity mistake: The broken side mirror that a distraught Stottlemeyer finds dangling from his damaged car wasn't there when Natalie pulled up to the first crime scene. And it disappears again when Natalie runs back to the car and races off to the second crime scene. (00:03:10 - 00:07:15)

Continuity mistake: In the police station, Julie's hair is neatly combed over her left shoulder. Then it's disarrayed and partially falling over her right shoulder, too. Then it's neat and only on the left side again. (00:27:45)

Factual error: Monk deflects the policeman's rifle shot and the bullet hits Stottlemeyer's car. But the gun fires just as Monk pushes it aside, and the car is behind them. There's nothing that could deflect the bullet back toward them, so at that angle, there's no way the shot could have struck the car. (00:35:50)

Visible crew/equipment: At the end, as Monk is summing up what happened, the shadow of the boom rigging intrudes into the shot on the right, against the backrest of the big green chair. (00:36:25)

Visible crew/equipment: At the end, as George is arrested, equipment shadows can be seen moving across Disher's back. In the reverse angles, there's nothing behind him but the window, and nothing's moving in that. (00:38:00)

Character mistake: Julie has just passed her driver's test. At the end, she drives up with two teenage friends in the car and offers the stranded Captain Stottlemeyer a ride. Instead of simply accepting, by-the-book cop Stottlemeyer would be lecturing her. California law prohibits new teenage drivers from having other teens in the car. (00:40:15)

Continuity mistake: The damage to Stottlemeyer's new car doesn't remain consistent from shot to shot. The dents change configuration and the angle of the torn fender also changes. (00:40:15)

Other mistake: When Natalie sits down with Randy eating ice cream, she's says "vanilla fudge, my favorite." But the carton is labeled "chocolate." Plus Randy says he got it out of her freezer, so she would know she bought just regular chocolate ice cream.

Character mistake: When Monk's examining the second dead Julie, notice that Randy touches the body to point out a bruise. Surely real life cops would be wearing gloves so as not to contaminate part of the crime scene.

Continuity mistake: In the very first scene when Natalie is running to Stottlemeyer's car, she throws the walkie talkie through the open side window into the car. But in the next two shots it is back in her hands.
Answer: Stottlemeyer was already upset after the phone call. He was trying to get "Kevin" (who would have to be a judge, but no further character information is given) to issue a restraining order with no evidence of needing one, except that Adrian Monk said she needs one. Kevin said he would need to "sleep on it." So it's clear they've been trying to provide protection and unable to get the results they need, which seems to be based on no one trusting Monk the way Stottlemeyer does. He's just angry that they failed to protect Linda despite all their work. Although it does feel like a scene was cut, or altered, from the show that shows the futile attempts to protect Linda which built up to his outrage.
