Continuity mistake: When Tiffany is sneaking into the hospital, after she bumps into the cop, you can see an old man in a chair behind her start to stand up. It then cuts to a wide shot and he repeats the exact same movements.
Continuity mistake: When Michelle is making a video about her nativity set-up, in the first shot, Caroline isn't there, but in the next shot, she's practically right next to her. She should have been visible in the previous shot.
Continuity mistake: When Glenda is talking to Tiffany on the phone at the hospital, when they say they need to get Tiffany in there somehow, the way their fingers are wrapped around their phone changes slightly between cuts. Noticeably, their pinky is suddenly about 2" higher. Then, in the next shot, they're back where they originally were.
Continuity mistake: When Lexy and Jake go to Lexy's house at the beginning, Lexy takes off her jacket. When she reveals Devon is there, too, and her mother freaks out, suddenly she's wearing her jacket again between cuts. She is then wearing or not wearing the jacket between cuts for the next series of shots.
Continuity mistake: When Lexy and Jake go to Lexy's house at the beginning, when Lexy sarcastically says "Thanks Michelle," she's suddenly standing several feet in front of Jake. But in every shot before and after, they're standing next to each other.
Continuity mistake: During the group therapy session right after the credits, when Lexy mentions the "layers and layers of secrets", the girl next to her goes from looking forward, to looking sideways at her between cuts.
Continuity mistake: In the opening flashback, when Dr. Mixture talks about how she "nods and prods" and then watches her patients' lives fall apart, her hands change positions between cuts.
Continuity mistake: When the living-doll version of Glen/Glenda/GG is revealed, after they thank Tiffany for giving them a makeover, the way they are holding the mirror changes instantly between cuts. This then continues throughout the rest of the scene, with them holding the mirror in a different way between shots probably a dozen times.
Answer: They were blamed for the death of Jake's foster brother, which was deemed a terrible accident, and they were sent to the reform school as a punishment. Presumably, when they had to leave the reform school given what happened, they were instead given community service as punishment.
