So when Eli exits, we can see between the door and door jamb, and there's someone inside the restroom standing directly behind the open door (presumably helping to fully open it) as the wheelchair enters. Visible crew/equipment: After Peter storms into Ruth's office angry about the "Foot in Mouth Disease" headline, a short time later, Eli walks in just in time to see Ruth explain that Peter is actually in second place and climbing.
