Mr. Incredible has a sweet life: He's the top superhero in town, he's dating Elastigirl (Soon to be Mrs. Incredible) and has good friends. However, after a messy day fighting crime (and avoiding squirmy fans) Mr. Incredible is sued. This paves the way for a glut of superhero lawsuits, which gives birth to the Superhero relocation programme, where superheroes are forced to go underground, assume new identities and live in suburbia.
fifteen years later, and Mr. Incredible, AKA Robert Parr, is stuck in a dead end cubicle job, until a woman hires him for a dangerous mission...

In some Scandinavian countries, they actually DRIVE very quickly across water in adapted vehicles. If the character of Dash could actually run that fast, it is feasible and possible for him to run on the water's surface.
