Continuity mistake: When Jake goes to Lexy's house and gives Caroline the doll, at the start of the scene Lexy's arms are crossed. But at a certain point, they instantly uncross and are down by her sides between shots. (You can't always see her arms crossed in shot, but you can tell from the way her shoulders/upper arms don't move that they're still in the same positions before they're instantly down by her sides.)
Continuity mistake: When Devon's mom tells him she wants to talk to him about Jake, you can see him put down his pen. It's back in his hand immediately in the next shot.
Continuity mistake: When Jake hands Chucky the knife, the direction the sharp side is facing switches between cuts. First it pointed towards Jake, then away from him.
Continuity mistake: When Jake is contemplating killing Lexi with the gardening machete, at one point he lifts it up so it's about parallel to his head. Immediately in the next shot it's down by his shoulder and he lifts it a second time.
Continuity mistake: Jake goes from having his backpack straps over both shoulders to only one between cuts as he talks to Devon at the beginning of the episode.
Continuity mistake: When Devon's mum is talking to Miss Fairchild, after Miss Fairchild explains that she's not comfortable talking about Jake, she goes from having both hands on her desk to only having one on her desk between cuts.
Continuity mistake: When Chucky shows Jake his hands and tells him that it's hard to strangle people with them, he puts them back behind his head. But the way the scene is cut, it doesn't quite work. He's still getting his hands into position as the shot cuts, whereas in the next shot, they're instantly in position and totally still.

Answer: They were blamed for the death of Jake's foster brother, which was deemed a terrible accident, and they were sent to the reform school as a punishment. Presumably, when they had to leave the reform school given what happened, they were instead given community service as punishment.
