This is impossible, as Chapters 1 and 2 are shown onscreen during the first 25 minutes of the movie, "A Blustery Day" is stated to be "the next chapter" after that, "Surrounded By Water" appears as a chapter title a little later, and the chapter where Tigger bounces Pooh, Piglet, and Rabbit is stated to be another chapter as well, meaning this chapter at the very least is Chapter VI.
Answer: Holloway could have continued voicing Winnie the Pooh, but by that time he was in his 80s and felt he could no longer effectively use his voice for the character as he once did. He chose to retire from the role.
