Factual error: You cannot walk into a ballast tank from the accommodation areas. The tanks are not painted white on the inside, and electric lights are not installed in ballasttanks. And finally, when filling ballasttanks, it is done through a pipe and a pump, not by opening gigantic doors in the ship's hull.

Speed 2: Cruise Control (1997)
Ending / spoiler
Directed by: Jan de Bont
Starring: Willem Dafoe, Sandra Bullock, Jason Patric, Temuera Morrison
Geiger takes Annie as his hostage and flees the ship on a motorboat, setting the ship to crash into an oil tanker. Alex chases after them but fails to get to Geiger in time. Giuliano saves him from falling into the water and they tamper with the ship's anchor to slow it down and steer it away from the oil tanker. The two ships nearly collide. The cruise ship crashes into St. Maartan and destroys several city blocks before coming to a stop. Alex commandeers another motorboat and pursues Geiger and Annie. Geiger and Annie board a seaplane but Annie manages to escape. Geiger crashes into a large pole on top off another oil tanker. Right after the tanker is evacuated Geiger's plane explodes, as does the tanker. Annie and Alex continue their vacation.
Eric
Alex: Go faster.
Maurice: Give me one good reason.
Alex: If you don't, I'll push you off the boat.
Maurice: That's a good reason.

Answer: There is no logical reason for it and it is purely for cinematic theatrics. It's a movie myth that cars, boats, etc. immediately explode upon impact. In real life, explosions rarely happen that way.
