Continuity mistake: When the victim's niece is crying and Monk is quizzing her about the house, the position of her hands changes instantly several times as the camera reverses angles. She holds her hands to her face as she cries, for instance, but in the very next shot, her hands are down at her sides. Next cut, they're up to her face again. (00:09:00)

Continuity mistake: In the hardware store, a bright blue sign in the background reads "Electrical" in reverse. When Jake hands Monk his card a few shots later, the camera angle hasn't changed, but the sign has turned around and now reads "Electrical" forwards. (00:15:00)
Continuity mistake: There are two noticeable continuity errors during the police investigation in Cassie Drake's house. When Stottlemeyer is squatting next to Monk, Monk's right hand instantly changes position between shots. Also notice that there is no sheet over the body at the beginning of the scene, but a few shots later, suddenly the lower part of Cassie's body is covered with a sheet despite no forensic technicians being there to place it. (00:27:00 - 00:27:30)
Continuity mistake: This mistake occurs when Monk and Natalie are sitting on the stairs watching the two men wrecking the walls. Close up shots show Natalie sitting with her legs crossed while the long shot shows her legs bent at the knee side by side.
Continuity mistake: When Monk is asking Ms. Moody if the roof is known, she's crying into both her hands. But in the next shot, she's only crying into her left hand and her right hand is down. The shot changes, and we see her lowering her right hand, not left. In the next shot her left hand is up again.
Continuity mistake: In the beginning, we see Cassie with her watch on her left wrist. But in the shot with both her hand on Joseph's back, the watch is on her right wrist.
Answer: Stottlemeyer was already upset after the phone call. He was trying to get "Kevin" (who would have to be a judge, but no further character information is given) to issue a restraining order with no evidence of needing one, except that Adrian Monk said she needs one. Kevin said he would need to "sleep on it." So it's clear they've been trying to provide protection and unable to get the results they need, which seems to be based on no one trusting Monk the way Stottlemeyer does. He's just angry that they failed to protect Linda despite all their work. Although it does feel like a scene was cut, or altered, from the show that shows the futile attempts to protect Linda which built up to his outrage.
