The Return of the Beast: Part 2 - S1-E2

Other mistake: After the Abomination abducts Bruce Banner from the cavern, he causes a complete cave-in at the entrance. When Rick and Betty come to, they are able to see perfectly fine despite the sun being completely blocked out. Rick even states when he and Betty start to remove all the rocks that are blocking the opening that they need to find some blue sky before they can find Bruce.

Suggested correction: A scorpion's pedipalps (their pincers) are not legs. Scorpions and other arachnids have 8 legs and 2 pedipalps.

Wow, you're right. I looked up a bunch of images of scorpions before posting this and somehow all the pictures I saw before posting showed them with 6 legs, but now I'm seeing pictures of them with 8 legs.

Continuity mistake: When Thunderbolt Ross is talking about cutting a star out of the Hulk's hide, he is leaning against what remains of a wall after a hole was torn through it. When the shot changes to the Leader watching Ross through his insect drone, the section of the wall that was directly in front of Ross is now missing.

Continuity mistake: When the Hulk is fighting the army helicopters in the desert, the color of the sky and the position of the sun indicate that it is twilight. When the Hulk takes cover in the canyon, the sun is setting at an unrealistically rapid pace. It transitions from twilight to nighttime faster than the helicopters can travel a quarter mile.

Trivia: When we see the flashback of the accident that caused Bruce Banner to become the Hulk, at first we see the Hulk colored gray and then slowly turn green. This is a reference to the comics, in which the Hulk was gray in his original appearance.

Answer: The Hulk is a giant brute who smashes everything in his path when he is angry. In Ang Lee's "Hulk," General Ross, played by Sam Elliot, explains it to his daughter.

Answer: Because he feels the Hulk is a threat to all life on Earth, and particularly his daughter's close relationship with Bruce Banner puts her at risk when Hulk enters the equation.

Why does Ross think the hulk is a threat?

Because the Hulk is nearly mindless and goes on destructive rampages with high risk of collateral damage.

If that's the case, what's the problem with the way general Ross judges the hulk?

It's nuanced. Ross is correct to recognize the potential danger the Hulk presents, but he's also too stubborn to realise that he usually exacerbates the Hulk's rampages by trying to engage him in combat instead of trying to calm him down.
