Those are the Manzano Mountains, which are over 150 miles away from Tucumcari. Not only that, besides one small mountain south of the town, no major ranges can be seen from the town at all. Also, they're not even on the right side of the mountains. The side that is shown is the western face of the range, Tucumcari is east of those mountains.
Factual error: A copy of Jordan B Peterson's book 12 Rules for Life can be seen in the shot when Mike goes to a library. This book came out in 2019 and the show is meant to take place in the early 2000s. (00:21:07)

Answer: The bulldozer could be disassembled, the individual pieces carried down, and then reassembled once underground.
