Correction: Almost every other show it is demonstrated that Maggie has hundreds of pacifiers available to her. She spits one out, and she gets another one. That's just what happend here.

Correction: This is a mistake, but it is the point of the joke. The cops tear apart Skinners room to find him, but don't hear him yelling in the next room.

Correction: Since this is a spin-off type episode it doesn't have to follow the other episodes. The Halloween episodes have completely random continuity, with people dying/being changed to other forms/attacked by aliens, etc.

Corrected entry: After Homer loses his job, he is jamming a fork in the toaster. We see sparks coming out of it, proving it's plugged in, so Homer should have been electrocuted as soon as he did this. (00:15:20)
Correction: Electricity takes the shortest route possible, in this case, between the toaster heating elements, through the fork, to some part of the toaster that is grounded. Homer is not grounded, there is no reason for the electricity to go through him. I am not telling you to try it, but you may be surprised.

Correction: No. He didn't really sign up for anything and Akira never found out his name, he just turned up with his ten dollars and joined in, not like anyone got to know him.

Correction: He does know that it's a prank call and that Bart is the one calling. He goes along with it because he doesn't want to make Bart mad.
I'm pretty sure that this is just an internet theory.
No, in this episode Bart has supernatural powers and the whole town lives in fear of him. He's making people do what he wants because he can.
