Plot hole: The camp tower scene and therefore the subsequent half of the movie are unnecessary. Dracula can fly and can drop Dennis from any height he deemed necessary. And it is not like they let Dennis make the decision to jump on his own accord, Dracula throws him off the tower. Also, it doesn't make sense for a heavyweight like Frankenstein to climb an unstable tower like that. So everything after Mavis becomes aware of the situation is avoidable.
Trivia: The costume That Johnny wears at Dennis' 5th birthday party is the same Dracula costume in the movie "Bram Stoker's Dracula." (01:04:35)
Question: The camp guy implied that they have to call authorities. Why is this necessary if Dennis isn't a member of the camp?

Answer: It does not matter that Dennis was not a member of the camp. Dracula dropped a child (Dennis) from a tower, just like in real life, that would be seen as completely inappropriate and unacceptable.
