Burnside - S9-E5

Factual error: Kevin sleeps overnight at woman's apartment. He doesn't share that he's a cop. The next morning in his unmarked police vehicle he uses his handheld radio that was appeared to be stored in the console and shows up on a violent scene with his weapon. It's obvious that Kevin used his official vehicle for personal reasons, and stored his radio and weapon in the vehicle unprotected overnight, which every police officer knows is wrong and a violation. Infection, Part III - S7-E4

Question: In the wake of the bioterror attacks, how come we didn't see the FBI get involved with the investigation and subsequent manhunt? Also, with the bioterrorist finally located, how come the SWAT team wasn't called in to spearhead the takedown? In real life, the FBI's Hostage Rescue Team would most likely be the ones to go in after a terrorist.
