Question: Why did the people on the Atoll suspect the Mariner was a smoker spy just because he turned down sleeping with their daughter? Surely it would have come across more as he was being a gentleman by not taking advantage of the situation?

Answer: One act of decency would be too little proof that he was not a smoker spy. They were naturally wary and may have suspected it was merely a ploy to gain their trust. They would have remained suspicious until there was more evidence regarding his true motive and character.
