Maybe for the puppeteer, but in the movie it is no problem because a mouth can move without sound coming out. So what exactly went wrong?
But practically speaking people (or puppets) don't just flap their mouth open and closed with no reason. The overwhelming probability is simply that there was a dubbing error or a line was cut and the dialogue didn't fit with the mouth movement.
The mouth opens 1 extra time. That's all.
But it's glaring enough to be noticeable. Regardless of how or why it happened, it's a mistake.
In the version on Disney+, there is an immediate cut to Scrooge as the spirit finishes her speech. We only see the back of the spirit's head. Are you seeing something different on other versions?

I can repeat that part over and over again, but to be honest, sometimes it looks like there is an extra movement. Sometimes I can't see it. Even if it was, muppets move their mouths without speaking all the time.
Audio problem: During the scene where the newsies find out that Jack has turned scabber, Weasel asks David if he'd like a new suit of his own. David yells "Never. I'm not like you." But his mouth isn't moving when he says "I'm not like you." (01:33:35)

Audio problem: When Joey sees Doc as a Cenobite and flees as he blows up the storefront, she bumps into a random guy who is seemingly somehow missed the explosion that happened about 20 feet in front of him. Not only is it ludicrous he isn't fleeing, but his dialogue is also painfully obviously overdubbed.
Audio problem: During the first hockey game, two players almost get in a fight, and the ref pulls them apart. He says something, but his mouth doesn't match what he says.
Audio problem: A few times during the restaurant shootout, especially with that turret gun that was disguised as a coat rack, you can see the gun firing, but there is no sound of gunfire. The music is still playing, but no gunshots are heard. This is also done earlier in the film when Daniels was shooting at Jake as he's running and jumping over the metal beams after escaping from the hotel room.
Audio problem: During the scene in the restaurant where Hiroko surprises Jack with the Kobe Beef dish, Hiroko's lips aren't moving when she says "Sorry, little joke!".
Audio problem: After Bobby says the "F" word, he says "someone get me soap, I'll do it myself." His mouth doesn't match.
